How is a cob web formed? I understand it has something to do w/dust. But, what makes the "web"? Surely there isn't a "cob spider", or is there? I have yet to see a spider on a cob web! Hmmm?

All a cob web is is a spider web that has picked up the dust particles in the air.

I believe that cob webs are "traveling threads" that spiders leave behind as they move around the room. They're quite different shape than real webs.
These threads hold on to dust and appear larger than they really are.
