Why is it doing this? I want to keep the numbers close to 60 as possible. I tested all the settings in the program that came with the 256mb ATI Radeon 9800, but it still does it.

cause the computer is having to draw the opponet too 30 fps is still good. if you must have 60fps then go CROSSFIRE or SLI

Try to decrease your graphic quality settings to get, say, 100 fps normally, then face your opponent and see if the problem persists.

the network slow your video rendering down. your computer needs to comunicate with the opponent's computer to send and receive data. your video adapter is faster than your network adapter so the network slows down your video....
