The answer to your question depends on the country. In many countries, there are fundamental rights that are considered inalienable -- they cannot be waived under any circumstances. In the U.S., there are fewer such rights, but they exist. For example, if you are charged with a crime, you cannot waive your freedom by selling yourself into slavery -- the government will not enforce the contract. Children in many countries have a right to an education, and neither they nor their parents can waive the right -- they are required to go to school. Inalienable rights are a question of values: are there some things that are so important that we won't allow you to get around having them.

A person can waive any right. That doesn't mean the government can always take advantage of that waiver to the full extent.

Join the military. You waive some of your constitutional rights when you do so. I learned that from a friend AFTER I got out of the military.
