When you're taught about foreign nationalities and there cultures and different types of governments that may have been formed over the years, and the REASONS for certain events throughout the countries history, you'll have a better appreciation for the way certain people act the way they do.
Maybe those slow driving chinese ladies aren't really slow because their scared, but because the max speed limit in the asian area barely tops 80km/h in most places ;)

Like the whole entire world/pther countries? well, I think its because that many immigrants or aliens who live in the U.S. are different nationalities and also that we need to learn what is going, and how we can fix that problem. For example: The tsunami that hit Sri lanka. The United States know that many Asian, African and tourists been killed. The U.S, helped them out by sending aids to them. So then United States are aware of developing a better tracking system if another tsunami hits.

So you can look basically from 9/11 until now.

If your meaning GPS, same reason, however since many schools depend on Federal dollars they will fall over themselves to apply suggested programs, like the Leave no Student Behind program which was with no funding. Its just the nature of the beast.
