It could mean several things, main thing meaning does your phone have MP3 format capability

If your phone supports MP3 capability it means that you can store MP3 songs/ringtones on your phone
Most phones do not have enough memory or storage space to really use as a MP3 player so most of the MP3s you store will most likly be ringtones

I personally have a Rokr which is a awesome MP3 phone, you can purchase a 512 MB card for storage which means that I can use the phone as a MP3 player as well as store my own created ringtones on its 8MB internal space.

Some phone have the ability to play MP3s songs and store them.

The phones that I have with Verizon LG VX8100 and the LG vx9800 both have the ability to play MP3s. The phones also have a SD disk slot for the mini SD storage disk. With this storage disk I can store up to 500 full songs depending on the disk size.

It means that it has mp3 compatibility-

So you could listen to mp3 format songs,
and sometimes even put them as ring tones.
