Corruption starts & bleeds into every crevice of every part of society and culture...its contagious too...spreading to even supposed good people who are influenced by the power of greed !

good leadership also means leading by example, rewarding good behavior, and punishing bad behavior. I don't think it starts at the top or bottom...it's a middle management thing...middle managers get promoted and bring their baggage with them. It's difficult for a man who works for a living at middle class wages to be corrupt, what can he corrupt except rob the liquor store or shoplift....money and power corrupt "absolute pwer corrupts absolutely". Real, and big corruption is at the top where the big money is...look to casinos and the mafia for an example.

Here is a little anolgy, you get a little, I get a little and the people at the top gets a little more. If one of us gets greed is when trouble starts. Right now those at the top are gettting a little to much, that is why there is trouble. In answer to your question Corruption if done right is spread throughout the sytem equal to status in the organization.

Like cancer in a body it runs throughout.
It starts with a dishonest soul and is fed by greed, gluttony and pride.
Look at some of the most recent scandals like Enron. These were wealthy men, multi-millionaires, and that wasn't enough money for them. They were greedy,glutinous, arrogant men. They stole at the expense of the average honest worker.

corruption starts either way... top or bottom. it's the people's greed that drives them. and once blinded by it, you become an advocate of it, and allow others to be inflicted by it's seeds. thus becoming a plague that reeks its ugly virus, spreads its contamination and bury every principle it encounters.

I think it could come from both sides. look at that new movie with Hugo weaving. V for vendetta. the government was corrupting its people and brain washing but so was V. he was at the bottom, I guess, and he did his own form of corruption. it works both ways.

From what heritage can let us know- corruption starts on the authentic- the authorities which impacts the bottom- the peasants which is going its thanks to the middle- the middle classification and the wealthy.
