I would attempt to counsel the friend first, and see if that would help out.
However, If you have seen the movie The Monster Squad, you know that once you shoot a supernatural being, they usually turn back into a normal human, so I can see both sides.
I would probably shoot them.

Of course, I would have a major problem shooting him/her but If my best friend turned into a zombie, he/she wouldn't be the same person. I gotta do what I gotta do.
