It depends. Suppose that there is no wind, and that the rain is falling with velocity v and density rho. Suppose that you model yourself as a box of width w, height h, and depth (front to back) d. If you are stationary, the rain which hits in any second is rho*v*w*d. If you are moving, the rain which hits is rho*v*w*d*cos(theta) + rho*v*w*h*sin(theta), where theta is the apparent angle from which the rain is falling, arising from your motion, and is equal to arctan(vo/v) where vo is the velocity at which you are moving. Now you can use calculus to figure out how wet you will get, and at what speed your wetness is maximal (or minimal).

Hmm, good question. I think there would be a number of factors that would affect this though, including the distance to be covered, how heavy the rainfall is, how long it has been raining previous to your setting out, the type of surface you would be traveling over, etc.
You'd get less wet if you were holding an opened umbrella.

The bigger factor would be the angle at which you hit the rain while running, since you can usually just avoid puddles. It depends whether you're going with or against the wind.

running, actually. the faster you run, the more rainfall you encounter. the Mysthbusters on the Discovery Channel tested this out and found out that running gets you wetter than walking. if you're still not swayed. next time you're driving and it starts raining. see how wet your windsheild gets when you're standing still, and when you're moving. you'll find out that when you driving you windsheidl gets wetter than if you were standing still.
