If you unlock your phone, you are able to change to any carrier in the world.

Well, there are two types :
1. When you lock a phone, you make it so that when your phone is in your purse, for instance, and you bump the keys, your settings can get messed up. When you unlock it, you can press the buttons.
2. The other type is like you have a phone, and it has a SIM card inside. What you do is go out to the company of the brand of the phone and they will "unlock" it so it will work, and you can call people.

Some phone come locked to a specific wireless carrier.
Wireless carriers lock the phones so they are not used on different carriers.

I could have a Motorola Razr from Cingular that will only work on Cingular service but unlocked that phone can work with T-Mobile or any other GSM carrier.

people mean by unlocking phones so they can u the phone on any phone provider.

most of the phone when u buy from t-mobile , verizon , singular .... all lock by there company code so u will not able to use the phone on any other provider. ex..if u buy the phone from verizon then u can use the phone with verizon ONLY. but if u unlock the phone then u can use the phone any where any provider u like.

Cellphones, at least in the USA, are locked to one provider. Example: You buy a Cingular phone and then move to Singapore, you cannot use a Vodafone sim. As long as that phone is locked to Cingular, it will only accept Cingular sims.

But if you unlock it, you can use it with any provider/use any sim.

cell phones have a feature on them allowing the user to lock the phone so if the keys accidentally get pushed it won't dial any numbers.
