I totally agree about the schools being accredited. If it is not accredited, I would not even waste my time talking to them.
Now, about the criminal justice degree. Kaplan University has serveral criminal justice specializations online, and Kaplan is a very popular online university that IS accredited. http://www.lpn-to-rn.net/public-safety-degrees.php

most online degrees are just a rip-off. And, it is very hard to motivate yourself to do the work. Whereas, actually in a classroom, the assignments are due every week, you get personal attention, and the teacher is there to help ypu and answer questions. Also, there is more to it than sitting at a computer to do the work.
Aslo, I live in SW Florida, and 2 local cops got fired bcuz they got their degrees from an online place, and the degrees were not from an accredited college, so if your friend does persue this option, be sure to tell them to go to a place that is accredited.

tell ur mate to go to uni for real, they will learn more and a better quality, and the qualification will have more credit in the real worl!
