Salt for freshwater aquariums is great for treating surface (scale/skin) problems. It will also help the fish to cope with a tank that is still cycling. Change half of the water every other day with water of the same temperature for a week to help reduce any water toxicities.

Not sure what this is without looking but it sounds like a fungal infection. Melafix is excellent for stuff like this and add AQUARIUM salt. Both can be bought from your pet store. As for cooking salt, look at the ingredients. If it is just salt + some sort of chloride, you should be fine.
If it is iodized or if there is anything similar to prussic acid or yellow soda of prussate (anything with prussate) then you will send your fish quickly to their graves.

get madication from the pet shop and also do frequent water changes if you have another tank I would take the sick fish and put him in the other tank so they all do not get infected
