It has to travel at a speed that is at least escape velocity, or the velocity required to escape earth's gravitational field. It has to travel at least 11.2 km/second.

To be and remain in low earth orbit, an object has to travel at 8 km/sec approximately. So anything that does not reach that velocity will fall back.
