The exercise would be futile. The vast majority of people are intelligent enough to see through the deceit of and wild promises made through political speeches. A duck will quack no matter how many laws you pass to make it illegal.
The problem is not the politicians and their lies or lack of laws. It is the people that vote for them. Most people know that most politicians are corrupt and the promises hollow, most of them except the one they vote for at election time. You see, my guy is OK but yours is not.
So, I say yes to the lie detector. Hook the politico's up to a big red lie detector meter. Rather than applause we could hear laughter from the crowd as they watched the meter go off scale during the political speech. This could be as big an event as Monday night football.
We should not limit the use of a lie detector to political speeches. It should be used whenever a political leader (sic!) opens his/her mouth in public. Think "Reality TV" here.
This should be done for all political candidates, elected officials and bureaucrats. All of them except "my guy" because he/she is OK.

Sadly, lie detectors are unreliable.
Their results can't be used in US courts.
So if one was used by a politician giving a speech, you could not tell if he or she was telling the truth.
Fortunately, political speech is protected by the First Amendment - the US Constitution guarantees you can say anything you want - truth, lies or anything in between. (Except yelling 'fire' in a crowded theater when there is no fire.)
You raise an interesting question. If we can't use lie detectors to diagnose political speech, can we somehow use intelligence detectors to regulate who can vote on election day?

Clinton could have beaten a lie detector any day of the week.
He was a professional liar.
I loved to listen to him fool the ignorant and gullible. I clapped for him. I miss him on TV.

Wouldn't help, since politicians are not held to answer for their promises. We need to fix the laws, and hold them accountable.
See the proposal below on my blog, especially #5.
