If you think its VERY important and that the world will agree with you, then the best way is to write the new article, and then use DIGG to get your friends to vote on it and hope that it starts to go up the rankings.
Be careful though. Just because YOU think its important, it does not mean everyone else will. But this is a way to find out

it's called a press release. there are many avenues to upload press releases, but it won't show on google, yahoo, or msn, forget about that. unless somebody there decides your press release is newsworthy enough to be on google,yahoo, msn.
so go get yourself a blog.
