Are the levees complete?

No the levees are not yet complete. Close, but not yet. New Orleans has better prepared themselves by stating that they are making a policy that if any hurricane hits people will have to leave. Plain and simple. There will be a mandatory evacuation and all those disabled, with pets, inmates, hospitalized, etc... will evacuate as well. They can bring their pets, be transferred to hospitals, inmates to prisons, etc. They are more worried about their citizens right now. But the levees are almost complete. But even when they are complete, the mandatory evacuation will still be in effect.
And how can you say that the "coast is toast" and that "new orleans barley exists now" you guys should be ashamed! what do you think new orleans is like? A bunch of zombies carrying around drywall all day? No! You guys are ******* ignorant! Bourbon is more alive than I have ever seen it. Everyday when I goto work, there is the same guy everyday in a business suit dancing and singing on a trashcan lid waiting for the bus! There are PEOPLE in new orleans. LIVING BREATHING PEOPLE! CUT US WE BLEED! New orleans is not going to let mother nature ruin our spirits! Shame on you for thinking so. When 9/11 hit, people WERE walking around like zombies and letting that ruin their spirits. THE DAY THE FRENCH QUARTER OPEN I WAS THERE! PEOPLE WERE BACK TO NORMAL AFTER ONLY 1 MONTH! If ya'lls city were more like new orleans... america wouldn't be so ****** up. Come down and see us ya'll... you'll know you're wrong.

If another category 3 or greater hits the city, there is a high probability that they will flood out again. The levees have been repaired not replaced or upgraded.

Well, no doubt another one will hit New Orleans so stay posted to the news and you will find out what happens. The people who stayed or came back will get more lashings and they should have left while they were still ahead.

Then there are going to be bigger problems than already exist. At that point, I don't think New Orleans would exist any longer. It practically doesn't now.

They are still being worked on. I have a friend who works for Core of Engineers.
