Maybe you're getting very aroused and not ejaculating. If you hold back when you are aroused, semen that is on its way out stops in its tracks and clumps up after a while. Then, when you ejaculate, the clumps have to get out and that can be a little irritating. I think that can happen when you don't masturbate in a very long time too (like 3+ weeks).
Another possibility is that you're masturbating too much. You should not be doing it more than once per day except maybe once in a great while. Even that is kind of a lot. Try for one to three times per week. And remember, use a light grip and good lubrication like lotion or thick oily skin products (not soap)!

Generally, the prostatis (inflammation of the prostate gland) causes swelling of the gland and can cause local pain during ejaculation. The treatment is based on the cause. Your doctor may do a rectal exam and test urine samples to find out the cause.

Okay, so how often are you jacking off? If you're constantly doing it right after one another, you're not giving your body to catch up or recouperate. If you're letting it build up to the point of "blue balls" that could play a factor.

because you are doing it too much. stop playing with it right now. stop drinking cheap booze and smoking weed and start drinking water. keep this up for about 2 months and then proceed to "jack" it once, see if the pain persists. if it does then see your dr and tell him your pee pee hurts when you play with it.

it shouldn't hurt,when you ejaculate the testis do spasm maybe this is what you are feeling,a quick chat to your GP may be helpful.(oh by the way i am a woman and an ex army medic).
