There is so much corruption in Mexico , that it will take a very strong leader to eradicate it and many years . I don't know if they have the time .

The Mexican government, like the country itself is utterly controlled and mostly owned by about 30 wealthy Mexican families. So no, it's not Democratic at all and never has been.
