ooh I remember those things from school...at the end of each term in science class it would be a 'treat' to get to use it! We were obviously easily pleased! But I have no clue how to make one now...we weren't too interested in the science, just wanted to make people's hair stand on end!

Get a sphere of copper (10cm) in which you make a hole (3cm) at the bottom.
Mount that sphere on the top of a plastic or glass tube (1.5m).
Mount a rubber belt that goes from bottom of the tube to inside the sphere.
Inside the sphere, set a contact brush between the sphere and the belt.
Mount a small motor at the bottom of the belt, so the belt rotates continuously.
Use pieces of plastic or ebonite to scratch the belt, depositing small charges on the band. The charges will then be taken up inside the sphere and start accumulating. After a while, touch the sphere!
