The networks usually have a "national" game that they will broadcast, unless your home team is playing, in which case you will see that game. For example, if the Cowboys were playing the Eagles and that is national game, you will see that one if your local team is not playing at that time (or is on a different network then). If you lived in Chicago, and the Bears were playing the Bucs at the same time, you would see that game instead. But, if the Bears/Bucs were playing Monday night, you get the national game.

It's horrible if you live in Los Angeles. Second largest market in the country and we can't have our own football team. We are constantly saddled with San Diego and Raiders games.
