New York state, particularly the Buffalo area (and West into Erie, PA, and Cleveland, OH) gets more snow than Alaska. This is the biggest snow belt in the country.

I think the answer is actually California! The Sierra Nevada mountains get the most snow in the country. (Although, the snow belt over the great lakes does bring a lot of snow to New York State.) Oswego, NY probably gets the most snow in any non-mountainous area.

I believe it is either Washington State in the town of Stampede Pass, or in some of the higher elevations of the Cascade mountain range in California. The combination of their close proximity to the Pacific Ocean, which provides plentiful moisture, and their high elevations, which offers abundant cold air, produces average snow accumulations ranging from 500 to 1000 inches per season.

Hawaii. In fact it gets the more snow than anyplace else on the entire planet.
Specifically Mt. Waialeale, Kauai. Elevation 5,075. The greatest amount of inches at this location was 460'. No other state in the US even comes close.
