The routers use the OSPF hello multicast protocol on both broadcast and NBMA segments to determine the DR and BDR. The OSPF router with the highest OSPF priority on any segment becomes the DR, if all routers have the same default priority, then the highest router ID (highest IP address) wins the DR election. You can also force a router to NOT participate in election by giving it an OSPF priority of 0.
