Why particular angles?

It would be cool to have an eye hemisphere on the top of our heads with 360 degree vision, but wearing a hat would blind us.

I'm guessing you're asking about optical instruments such as telescopes, binoculars, microscopes and telephoto camera lenses. They have a small field of view because they magnify the image. Magnification means enlarging a narrow angular width to a "normal" angular width. The magnified image presented to you has a normal sized field of view.
