Actually, it CAN stop falling. The flow to the falls is controlled from an upstream facility. Several decades ago, it was feared that the rock at the bottom of the falls was being undermined by the constant barrange of water, and it was thought that the top of the rock formation that the water rushes over might crash to the bottom. So they "shut off" Niagara falls and reinforced the rock at the bottom, and turned it back on again. Discovery channel had a show on this a while back... it was pretty cool to see.

It will, eventually. The water flows over a hard layer of rock and falls down at the end of the layer. The rock underneath is softer, and the falling water erodes away. Every few years, part of the harder layer on top breaks off and falls into the water below. At some point, the end of the harder layer will be reached and the river will just dig a ditch down which it will flow, intead of falling.

When the river dries up, it will stop. Water goes to the lowest elevation all day long. They say that in a few hundred years, the waterfall will erode to one level of elevation, not the 2 it has now.
Hope that clears that up for you.

Because more of it comes down the river after coming down as rain. The rain comes from clouds which are formed by evaporation of water over the ocean. And the river runs into the ocean. It's a sort of water cycle, powered by sunlight (that's what evaporates the water off the ocean) and gravity.
