H3's are smaller less rugged versions of the hummers that are used in the Army. While civilian hummers look like a typical car on the inside, military hummers are quite different. They have an standardized format on the inside that allows the military to do a number things with them that you can't do with a civilian hummer. Military hummers often have huts, or small beds on the back for various purposes. This can be quickly done with the military hummer but would require modification of the civilian one.
Then of course there is the obvious......The civilian hummer is just a more comfy version of what the military has been using for over 20 years!

Actually an H3 just looks like a smaller version of the original Hummer. The first Hummers were built to military spec. The H2 is based on the chevy suburban -- definitely not a military vehicle -- and the H3 is continuing the "look" more than anything else.
BTW, the military has begun moving away from the Hummer and towards a smaller vehicle whose wheels can be moved in or out dynamically so that they can be loaded aboard transports that were built to carry the old Jeeps, but when deployed the wheels move out so that the vehicles are tip-resistant. This new vehicle also has independent motors for each wheel, instead of a drive shaft and axle arrangement. I forget the name, but I've seen pictures of it.

As many have pointed out, the wheelbase is considerably wider on the H1 "Hummer", but there are also a few other specs which haven't been covered:
1.) The military's HumVee was designed to be a diesel vehicle, which allowed for use with the same fuel as other, heavier vehicles (such as the M1-Abrams, Bradley and Striker vehicles).
2.) The suspension and underbody were designed to go anywhere - something that the H2 and H3 cannot even come close to claiming - and as a result is a much less comfortable ride, though a far more durable vehicle.

Dude! An H3 IS a Hummer! Just a smaller version. Use an H3, huh? I wonder if you'd say that if YOUR behind was at war and being shot at.

I don't think the Army cares what looks good - they want to get the job done. The hummers are bigger and have a wider base; therefore, they can carry more and are less likely to tip over.

If you thought that your H3 has a possiblity of getting blown up, in a country like Iraq at that, would you car if your car looked better than that country's 1990's Nissans?

H3 are for civilians and that want something to drive that looks cute not something that can handle the rigors of war.
