It might happen. See the way it works is that in order to have a fair tradeoff with Cena coming to Smackdown, someone has to go to Raw. So that someone can be Kennedy or any of the other superstars. If Kenndy goes to Raw, Cena won't be there as much as I'd like his @ss beat by none other than the new U.S champion:

Don't jump to conclusions about him jumping to Raw and kicking Cena's @ss there, because come Unforgiven he may not have to leave to do it, because Cena will be coming to Kennedy's territory. Hopefully this isn't the case, because if Cena should happen to find a way to survive the TLC match then Kennedy could bring some real talent to Raw.

Kennedy is going to win his match at No Mercy. Kennedy was supposed to get a big push when he first came to the WWE as the main heel but he had his injury. Kennedy is going to get his big push now with a big win over Taker. Weather or not these two actually go into a fued or not is unsure. As for him going to RAW? Not happening. Cena very well might be jumping to SD though. Cena and Kennedy might get into a fued and it could be another big push for Kennedy. In fact, I wouldn't be suprised to see Cena turn heel and Kennedy to turn face. If Kennedy is going to potentially win it all, he will need to do it soon because he is so old for such a new wrestler. I think your going to see Kennedy continue to rise.
