if you visit someone's shop and you like their background look to see if it's linked to a site that creates them and go see what else they have ;) here are some that came from ask.com

i would also like to mention, if you click on help in the yellow menu on the left side of the neopets screen, and then click on HTML in the menu bar that runs horizontal you will find a very good beginners guide to html and how to create your own background, there are several free sites that you can store a picture on as well i used thirdage.com but it was complicated to get to that spot they're more of a dating service :(, alot of people use http://www.freeservers.com/

Jadeneo is one that people seem to really like, you can try cloudnet.com as well as soupfairy.com for backgrounds. If worse comes to worse you can 'pay' someone with neopoints to make a background for you.
