about how many millions or billions would be needed to build a very small town? (including the roads)
which things would be the minimum you should have in a small town? (hospital, police station, cemetary, fire department, with how many houses you should at least start etc)
how do you make it legally a town with a major and everything?

I think you are a builder so I must tell you that it is not easy to build a town it take's huge investment in buying a large peice of land then building roads ,to build an infrastructure of the town .Then to build the buildings ,hospitals ,housesfor the people ,police station ,a fire department,etc. You have to take premission from the government to legalise the town. I think you should better be out of this business.

Sounds cool! you may also make a reformatory and a inn of varieties, and probably an armory and a forge/blacksmith's. possibly a watchtower or some besides, basically to operate to the medieval feeling. i wish this allows and supplies some sturdy ideas!
