Don't see why they can't be U.S. Presidents, especially since the U.S. is the only superpower. Plus these guys are more important because of what they did before they became president

I guess they are Napoleon for his development of legislation, Victoria (queen of England) which became famous for her style in architecture and interior, and Peter the Great(imperor of Russia) for changing the way of development a country.
