Working toward and then succeeding at at something is an ego boost. It re-enforces to yourself that you did it correctly and that you are good at that thing, whatever it is.
Personal fulfilment and satisfaction are payment to the ego.

This doesn't seem a sensible question to me -- trying to narrow such a huge thing into one thing.
I think each person is motivated by many things; not all people are equally motivated by the same things. Why force all the variation into a single thing? This doesn't illuminate; it distorts.
(Actually, it's also unclear: do you mean "is the strongest motivator" or "most often is the motivation.")
A bunch of people said 'fear' but I can't help wondering how much of what they've done in the last week or ten years was motivated by fear. (Or were they talking about "all those OTHER people"?)
People love repeating that particular motivator, and it fits in well with what's most convenient for people in power: I get to be a brute, because, AS EVERYONE KNOWS, fear is #1.
(For me, fear tends to paralyze me, so I would't call it a motivator; it's often counter-productive. Curiosity is often one of the strongest motivators for me. And, of course, it's just one.)
You can't gain understanding of a complex thing by ignoring its complexity.

Maslows hierarchy of needs:
Physical needs
Safety needs
Affiliational needs
Self esteem needs
Self actualization needs
you are motivated to meet all these needs
priority goes to the ones at the top of the list because if those aren't met then its impossible to meet the ones further down.
so physical needs such as eating, drinking and breathing motivated people the most.

Depends on the person, really, but in a way, i guess fear seems to be a basic motivator for almost everyone.

Fear of course. Actually there are too many theories of human motivational behavior to list. A leading theory Maslow's. He claims we all strive to self-actualization and are motiviated by anything that will lead us there.

I'd probably choose the carrot over the stick.
Then again - Vader managed to get two Death Stars built on schedule... so there's something to be said for the stick method too.
