Bin Laden is hiding in border areas between Pakistan and Afghanistan. This is a difficult and mountainous area composed of frontier agencies. Agencies are autonomous and people are fiercely independent. Even Pakistani laws do not apply there. Only if there is a concerted effort by both Pakistan and Afghanistan then they will be able to squeeze him. Its much like Vietnam, only worse.

There's much more evidence that he's in Iran instead, and possibly even harboured by the state there. It's something that nobody wants to talk about becuase then something would have to be done about it - maybe an invasion of the country (that was exactly the reason for invading Afganistan). But such an invasion is militarily impossible for the forseeable future, and when Iran develops nukes soon, even more unlikely. Osama will be the fish that got away.

Keep you friends close, your enemies closer. Besides, they CLAIM they are not willingly harboring him. At least we have some access to the country to attempt to track him down. Personally, I think all the troops should be moved out of N. Pakistan and we bomb the hell out of it with bunker busters, until it is flat and livable. That would accomplish two things: 1. most likely get OSB; 2. make the land level enough to be tillable for raising crops.
