I have seen this question posted with increasing frequency. It seems that bedbugs were nearly eradicated using DDT, which is no longer available. In it's absence bedbugs are making a comeback.
Practically speaking: Bedbugs are very difficult to eradicate. (Fire is effective, but arson is illegal and expensive) Remove everything, pictures on the wall, furniture, carpeting, ect. Use a fogger type insecticide, being careful to follow instructions. Dispose of bedding and mattress. Seal everything you can not bear to part with, in plastic bags containing moth balls. Leave them in the sun for a couple of days.
Vacuum the empty exterminated room thoroughly, and dispose of vacuum bag carefully, and immediately.
Bedbugs, like STD's, are not something you want to pass on to friends. They could be in clothing, etc. Don't spread the problem.

Oooh annoying.
Clean everything in your room then take your covers off your bed. I suggest taking off everything washable and putting it quickly in a bag. Tie it all up and then vaccuum your bed up before spraying it with raid. (Make sure you stay out of the room if its toxic to humans.) Come back, re-vaccuum the bed and take your sheets to a laundry telling them what's up with it. They'll clean it :)

Once the "buds" open, they'll be easier to see and then you can pluck them.
