Strictly speaking a monument should commemorate a person or event, so I'm not sure that free-standing structures automatically qualify for monument status.

The Eiffel Tower was built to commemorate the centenary of the French Revolution in 1889, and was part of the World Exhibition in Paris at the same time. Wikipedia claims that the Gateway Arch in St. Louis, MO is the tallest monument, but I don't understand why the Eiffel Tower doesn't qualify given that it has a greater cultural resonance than the other, and is significantly taller.

Because of the sketchy terminology this is always a contested debate, however, and political views and sympathies always weigh in heavily.

I'm not sure how you are defining monument - do you mean something commemorative? If not, the tallest free-standing structure in the world is the CN Tower in Toronto, completed in 1976. At the time they thought a taller structure would be built within a few years but its record has stood. Next year a taller building will be completed in Dubai.

the highest monument I think is either the Great Wall of China or the Pyramids of Giza

If not mistaken it is the Eifel Tower. I know it its not the Lady Liberty.
