THE REAL REASON IS..

ROHAN'S FATHER SUNIL HAD WORST TERMS WITH MUMBAI (MAHARASHTRA) CRICKET BOARD.
THEY SIDE LINED ROHAN.

SO HIS DAD ADVISED HIM TO GO WEST BENGAL.

BUT IT DIDN'T WORK AS ROHAN SPOILED HIS CHANCES.

Mumbai is full of cricketers. If someone like Rohan Gavaskar trying to play in international level matches, that would be the last option for him.
Selection of Indian cricket team is based zone wise. From each zone(north, east, west and south) players get in Indian team. When Rohan Gavsakar started his cricket participation east zone was hardly any players in Indian team and very few on waiting list comparing to other zones. He got in West Bengal team easily and entered in Indian team successfully. But performance counts everywhere that's now he is out of team.
Cricket politics/tactics- a good question asked.
