Extra water content cools down the air which replaces hot air of the surface. This is something similar to water coolers installed in north indian homes. This works fine in dry weather conditions in hotter areas but places like mumbai where humidity content in air is already high water coolers does not create the right effect. So to have right cooling effect ambient temperature and humidity levels are very important.

Water kind of cool the air around it and waterfalls circulate the air. Moving air always feels cooler than standing air.
Well, that's my opinion anyway. I could be wrong though.
