I use Clinique cake eyeliner, it comes with a thin brush. You run it under water swirl it on the cake pad and line your eyes. It dries fast transfer resistant, it comes in black and brown. I Love it. I have oily skin and it's the only one that stays put for me.

liquid eyeliner, in a softer hue than black if you are truly a blonde.
it takes practice, but they have forms out now that make it easy to apply.
you can make it bold, or barely there. it stays *all day* and i think you will be pleased with the results.
go to a Dillards or some such place, to a Lancome counter or some such counter, and ask them to show you different techniques. you don't have to buy their product if it is too much, just find a quality comparison.
hope this helps!

I suggest you use a waterproof one, those are adhesive and hard to remove. Or you can try liquid liner, which does not smudge (unless you blink before its dry). You can also try prepping your eyelids with concealer before you apply eyeliner, it gives your liner something to stick to instead of your smooth skin. Good luck!

Have the lines tattooed on. Many optician shops can do this, or can recommend a shop that can.
Yes, it's painful. Yes, there's a chance of infection. Yes, you can be blinded if the tattooist slips. But you never need to worry about smudging!

First of all, try adding a primer to your regime. It gives the makeup a base other than your skin so that your natural oils won't wear it off as fast, and it also can give your makeup a better finished look.

Then invest in a semi-permanent pen. The ink last longer than the liquid or pencil liners, and they can last as much as 24 hours.

i use face of australia black. to stop smuding i have tried a small amount of vaseline under the lower lid (under the lower lashes)use a cotton tip try and work it in a little without getting it on the "line" and then apply makeup as normal. theres another eyeliner either CG maybelline or australis called budge proof. try priceline kmart or target if the vaseline doesnt work for you.
