I'm agreeing with Obi_san. EDIT first. Get feedback from other writers and those not related to you. No other step will matter if this isn't done well enough first.
All novels should have at least three drafts, sometimes more. Editing is as much a part of writing as is writing. Publishing a book is a big endeavor. Even bigger is trying to market it afterwards. If it's not marketable, publishing is pointless.
Self-publishing is wonderful but overused. Writers need to be more serious about the whole business before they start putting their work out there. That includes tons of research about the business. Do a yahoo search. Start reading. It will take a great deal of time, but selling a novel takes responsibility.
There are many great writing sites out there that can help. Try writing.com for feedback from other writers and for support/info groups. Or search for "writing sites" and see what comes up.

First, has your sister edited the book yet? She should be doing that right now. A first draft is not something you want to send off to publishers or agents.
Pick up copies of the book's Writer's Market and the Guide to Literary Agents. You can see if your local public library has them if money is an issue.
You are going to want to research publishing houses that print books which are similar to your sisters. Go to the library and take a look at a few of them. See who publishes them, and look them up in Writer's Market.

You are going to want to send query letters to places that seem like ehtey are a fit with the type of book. I would recommend trying to get an agent first. Not only will they make it more likely that publishing houses will read the book, but they will negotiate a contract for you if an offer is ever made.
There should be very little involved financially besides the cost of printer paper, ink, envelopes, and stamps! Money should flow from the publisher TO the writer. Legitimate publishers pay you an advance, and agents are payed on commission!
Unfortunately, you will see a lot of rejection letters in this business. It is the nature of the beast, and EVERY great writer (and musician, and artist, and actor, for that matter), has been rejected. A lot. But if you are persistant then something WILL happen with the book!

Get a copy of the book Writer's Market (the latest edition is 2007). It'll give you a list of publishers, from small magazines to the big boys, to online publishers. Try submitting to some of those. It'll indicate everything you need to know, and it usually gives you the website for more information and how to submit. There's also a category index in the back that allows you to pinpoint the genre you think is best for your book.
You can try this, or get an agent. I talked with a well-known author (although I forgot his name at the moment) and screen-writer who appeared at a local bookstore. He told me to first get an agent. But you have to have a portfolio of your work to show the agent, as well as money to pay him. Good luck! ^_^

She sees those that will accept unsolicited scripts and follows the guidelines for submission.
That would include the first three chapters and an outline for the rest of the book.
