Just wondering, because it is located in my Administraator program files but not in my user files.
If anybody knows if it should not be on my computer, please let me know. Thanks.

I know that all my ITS friends tell everyone to delete it, and that it really messed up my computer when I had it. My friend once told me "Weatherbug is our worst nightmare" when she worked at ITS.

According to the following articles, WeatherBug is adware, not spyware. However, WeatherBug denies they're even adware.
WeatherBug will provide pop-ups; a pop-up blocker should stop them if you don't want to see them.
A good test to see if you have adware is to notice what kind of pop-ups appear. Do you surf to a travel site or food site, for instance, and suddenly a pop-up appears from a different site, but is related to your current site's subject?
THAT's adware; it's tracking the sites you visit & popping up related sites advertisers want you to visit. If that happens, Uninstall WeatherBug!

Definately! WeatherBug is a dangerous spyware. Remove it immidiately and then continue to www.download.com and install SpyBot Search and Destroy. Scan it so it can remove all traces.

Yes, it is. After you remove it from the add/delete program files, you will need to run a good spyware/adware removal program. Because there will be hidden files all over your system that need removed as well.
This one is good.. http://housecall65.trendmicro.com/

Get that off ASAP, yes it is spyware
and then you may want to run one of these free scans to see if your PC is infected.
