You can use Paint or Irfanview.
In Paint. open the image then select Image - Attributes and resize using the dialogue box.

Do it yourself. All operating systems have basic image editing apps and resizing is the most basic function of any of them.
In XP you can use paint if you have no other image editing app. Just right click on a picture and select "edit". Paint will open then use Image>Stretch & Skew. Stretch by % eg 50% In both directions to reduce the size by half.

This is a good/free download to your desktop. I am quite happy with the way it will reduce the bytes. If you are using a digital camera, most pictures will be around 1MG. This program reduces them to 25-60K. And, you don't lose any quality. All you do is right click from the desktop and the default is set to reduce the size picture. There are three options and you can select whichever one you want. Most of the programs on the internet charges for their service now. You can have a trial, but they have big letters across the picture, 'Sample'.

Do a Google search for 'The Gimp' or 'Irfanview', both of which are image manipulation software, and free. Download one or both of them, install them, and do your own image resizing, and a whole load more besides.

Why not just use 'paint' the programme on your comp. Save it into a really small image.
