I think it refers to people who are part of the street life that have been arrested and then get back out on the street and continue their business where they left off.

I think the term refers to a sports game analogy. You know when a team player gets removed from the game temporarly and then the coach brings him/her back into the game. That's what it means to be "back in the game".
