The word is not "filled" but "covered" and it's not the world that is covered with water, but the surface, and it's more like 70 percent than 66. So: about 70 percent of the surface of the earth is water, the rest dry land...This is at the current moment. At a different time, it may be more or less. It's less when the water freezes at the poles and the level of the water goes down 200 to 600 feet (so more dry land is exposed)...It's more when the polar ice melts and the sea level rises, making less dry land.

It is only in the surface are aof the globe that the earth is contins two thirds of water and in mass. Im total mass the earth is much more than the total quantity of water .Water is just like that in a cup of the earth.The earthis not in water . the water is in earht .it was the ancient philosophers and religions that thought that theearth emnerged from the wter and that the heaven is above and the hell is below . Just b/c there is land underneath it does not mean there is not water there. The land is not accessible to us ( for practical use) therefore it is just considered water. That is a great question though... I have never thought of it that way. :)
