You really can't safely reduce the number of hours needed for sleep. The human body is pretty much hardwired for seven to nine hours of restful sleep every night. Less than that or more than that is indeed harmful to one's health.
Far too many people think sleep is a waste of time. It's not.
College age and highschoolers think they can get by on four or five hours a night. They just have to cut back on the parties and other activities that take time from their studies, not cut back on needed sleep.

There have been some studies that suggest deep tissue massage, acupuncture and meditation can reduce sleep needs, but those activities often take similar amounts of time themselves - 1 hour massage eliminates 1 hour sleep. Highly adept meditators (people who meditate over 4-6 hours a day) report dimished needs for sleep overall, but that takes years to develop and there is little hard evidence.
Also, Abraham Maslow describes 'self-actualizers", ie people living highly fulfilled lives having satisfied a 'hierarchy of needs", also need less sleep than average. They demonstrate accordingly an extreme passion for life. I think herein lies the key to an answer of how to safely reduce necessary sleep needs - find some organizing, overall purpose in life that is 'mediation in motion', fun, exciting and 'self-actualizing'.

Try to sleep and wake up at the same time every day in order to organize your mental clock, after that start decreasing the amount of hours you already sleep. It worked for me but note that you have to workout and eat well to get the necessary energy you need.

The number of hours you sleep is set by nature to reflect your age, your weight, your general health. You require less sleep as you get older.You can get by with less sleep as a temporary measure, but leave it to nature.

shorten your time sleeping by 20 mins a night till you're at your desired length of slumber. if you feel you are easily faitgued through the day, take a power nap (no more than 30 mins, no less than 15) to recharge. make sure to cut caffeine out of your diet in the pm so you can have a good night's sleep and have no trouble falling asleep....with less planned tme sleeping, you don't wanna have any troubles falling asleep, or you'll cut yourself short!

Deep meditation. Start out 20 minutes a day, work up to 3 20 minute time segments.
Ironically, you may have to get up early to get the meditation in.
