That depends tremendously on the congress and country of which you are speaking.
If you are speaking of the US Congress leading the USA, they deserve to be one of three branches of our constitutional government. We elected them
The question takes on an entirely different spin if you are asking about the US Congress as an Iraqi citizen.

Yes, because we elected them. Twice. You cannot blame an dog that bites you if you bring them into your house. If, after you are bitten once and you dont remove the dog, then you absolutely deserve the next bite you receive. The warning signs were in place during the last two election cycles. The voting public refused to respond to the warning signs, and instead chose to be misled by partisanship, attack ads and misleading soundbites from right wing extremists like Fox news and Rush Limbaugh. Hopefully the average american now sees the reality of what is occuring with their elected leadership, and will vote for a positive change.

america is a democratic republic. the very definition of democracy is the people leading (ruling) themselves.
it's bizzarre how those americans who pay the most vocal and emotive lip service to democracy (the willfully ignorant, frightened, obedient, self-subservient hard-right supporters of the treacherous, war-profiteering bushco criminal cabal), have abdicated their duty to make themselves well-informed so they can rule themselves. all they want is escape from their righteous responsibility. they crave a daddy figure who promises to keep them safe from boogeymen (even though he's doing the opposite as fast as he can...with all help from a congress who profits along with him and his co-conspirators at a now-blinding pace.)
Reps in congress are supposed to serve the best interests of the country's people. unless you're living under a very large rock (and one would think a rock that big would have crushed the ignorant to death by now), it could hardly be more obvious that at least 95% of this congress serves the best interests of only the wealthy and powerful.
why does this go on?
at root, it goes on because people are in love with the idea of having wealthpower giants - even though the idea is in direct conflict with justice. because people are willing to trade all their birthright chances for happiness and safety and good quality of life, for the one-in-a-squillion chance they, too, might be able to be legal thieves someday, sitting atop a pile of wealth that was actually earned by others who did work they were underpaid for.
in other words, just think about it a little deeper and you'll see it's the greed of the have-nots that maintains the status quo...and the status quo is an inequity factor now in the billions which is hurtling this species towards extinction.
if people get wise enough to demand personal fortunes be brought into line with justice...be restricted to what a person can actually earn through thier own sacrifices (this means everybody taking out only the same amount they can contribute to the pool of wealth) (call it capitalism plus justice), then we can get a congress worth having...one that represents the best interests of all the people, and not just the interests of a fraction few wealthpowerful giants.
what most of this congress (and all of the bushco criminals) LEGALLY deserve, is to be hung at dawn as the traitors to this nation that they are.
but as long as people are wealthpower wannabe's in love with inequity and think they can ignore the reality that it is the opposite of justice, we'll all keep going at breakneck speed toward the slaughterhouse we've built for ourselves.
congress and all government will always be full of treacherous tricksters, until the people arouse themselves from their somnambulance.
a friend is one who warns you.
get real or get dead, humanity.

I firmly believe there should be term limits on the Senate. Some have made it their life long position and are doing absolutely nothing for the people, yet their state voters keep voting them in time and time again. I think 8 years should be the limit on any Senate position. The only reason there isn't is because they are the ones who makes it so or rejects it. That power should be taken out of their hands and placed in the voting public. Also their raises they give themselves each year.

Let's put the word "deserve" in another form...people get the government that they deserve...
I'm no fan of the current administration, but blaming them is pointless. Blame ourselves for putting them there. So, yes, congress deserves to lead our country only because us morons elected them...

India has Lutocracy & needs this kind of Govt..
They have looted & we have given then chances again & again..
They divided India on Religion, Lanuage & Caste basis then they are costodians of Secular India..They change constitution at their will..
What about 84 roits..
Tomorrow they can pass a legislation that MPs are allowed to murder & supreme court will say that is Indian law & say this is justice as per Indian standards..
They kicked Supreme Court, President & made law that best suited them..
Has any polititian, man of influence been given punishment..
This is India..This is its Govt...
Judiciary, President & most Important People have to be awakened by education which is a distant dream & Govt will not allow people to be educated....

Not this Congress. We should fire them by voting no to every incumbent running for re-election. And we should keep firing Congress until we get one that can do their job properly. It's the easiest kind of revolution, and it will remind our government who really runs this country--we the people.

I wish they would lead, and maybe the United States wouldn't be in Iraq. Bush talked everyone into believing there was weapons of mass destruction and then changed it to "free Iraq" excuse. And we are still there, another Vietnam.
