Certainly, when making a business letter like a congratulations letter a few simple rules need to be followed.
1. Find an event that someone is celebrating, such as a birthday or anniversary and note down the date, time, location, etc.
2. Write a congratulations letter using the modified business format as shown below.

Your City, YO [your two letter state abbreviation] zip
Date (write out either like June 4, 2004 or 4 June 2004)
First and Last Name of recipient

City, ST zip
Dear Mr./Ms. Person: [note the colon] or By first name
Single spaced body paragraphs in a business letter. However double space between paragraphs when your letter contains more than one paragraph.
The second paragraph should always contain a detailed example of how you benefited from your contact with the recipient. Be sure to thank the recipient for their time and efforts on your behalf.

3. Don't use colored enveloped or than neutral beige's, etc. and no religious or otherwise controversial stamps.
4. Don't use colored stationary to go inside the letter. Use standard white, manila or another neutral color. Remember this is still a business letter and you are still communicating through your business.
5. Be professional in your language and word choice, only offer positive, genuine praise and congratulations. Don't let bitterness or any other emotions, other than those you are trying to communicate, come out in the letter.
6. Don't get too casual or overly personal in your letter.

What kind of business letter are you looking for? Could you send a congratulatory card with the company letterhead instead of a letter? To whom is the letter addressed? Is it an important client, a future client or a co-worker? These things will determine the type and tone of the letter.
