Because time is a dimension, and in our particular universe, time is proceeding in a uniform, unidirectional sense...time (for us at least) is not static nor receeding.

First of all, I would point out that we only percieve the passage of time as it "proceeds". It time were to stop, we would not know it because we, ourselves, would stop with it. Think of it as the "pause" button on your DVD player. The characters in the movie have no perception that time stopped while you got up and made a bowl of popcorn.
Time "proceeds" because the universe is expanding. There are those who beleive that if the universe stopped expanding and contracted, then time would operate in reverse. That is only one of a number of theories about the life cycle of the universe.

Till now there was none who defined TIME. Newton believed it to be absolute. Einstein framed a concept known as SPACE-TIME CONTINUUM. Stephen Hawking and many other scientists say that time started at the time of Bigbang and will proceed forward as long as the Universe expands.

I have got my own idea on TIME which is difficult to understand if explained briefly. It resembles Einstein's General Relativity, but in fact, a different theory. Any how I shall put it forward as simply as possible. Remember, this is only a hypothesis and needs experimental evidence.

* Matter, space, time and force are the by-products of Spin or Rotation. Once, this fundamental movement disappears space, time, force and even matter disappear. How this movement apperared first of all is discussed seperately.

* I take Solar System as example and explain the concept. Rotation builds matter at the centre in the form of Sun making the Sun also rotate in different internal layers; followed by space, which also rotates differentially at different distances from the Sun, on the influence of Sun's rotation. The rotational velocities of these spacial layers decrease as the radius from the Sun increases. The planets just float along these spinning spacial layers. Hence, there is no intrinsic movement called Revolution.
It explains why all the planets revolve around the Sun in the same direction with different speeds of revolution.

* Now take Earth. The same holds good here too. If Earth stops rotating, Gravitation also stops because the surrounding layer of
space stops spinning leading to the collapse of curvature of space.

*Earth Time = C - The speed of rotation experienced on the surface of earth.
= 3*10^8 - 30m/s

Note: The pasage of time on a planet or any other massive bodies is always inversely proportional to their velocities of rotation.

If it is Jupiter the time experienced there is slower because its rotaional velocities are higher.

If it is Moon the time experienced there is faster because its rotational velcities are smaller.

*The conclusion is Time travels in only one direction because rotaion is possible in only one direction.

Time doesn't proceed. You proceed through time.

Some people have managed to remove this restriction. Check out the biography of Billy Pilgrim, "Slaughterhouse Five".

Because the most valuable things always proceeds

It is now believed that time can move in either direction and may "proceed" at varying rates. It is dificult to measure, but there is no known reaon that it "proceeds" rather than "receeds".

ok...let us talk correctly.Time always travels rather than proceeds in the space.
my dear friend...there is a halt to the time!!!it is when our universe returns to its point state..i.e...the state before big bang
.......time and space r fabricated with each other.
the first second of the universal clock had ticked when the formation of this universe had just began...i .e..the time t=0 sec...and from then it continued to travel with the expanding universe.
when the formation of this universe has completed or seized, the time will also stop!!!!!!!!1

in space time is supposed to be the 4th dimension which is a straight line and the time is said to be always moving forward if it moves backwaerd we will go back into the past .I don't know what will happen if time stops but it is said that time always keeps moving and never stops.
