This is sooooo subjective, and it also depends whether you look at it as a tourist, or you actually live in it.
Let me take some examples from above:
Singapore: Looking at it: I would say, in the late 70's - yes, when it still had "character", but not anymore after everything had been "organized". Live there: yes, one of the safest cities in the world, but a bit boring.
Vancouver: Looking at it: yes, but just the way it is situated. Living there: Why?
Hong Kong: Looking at it: yes, "from a distance". Living there: Only if you don't care about your mental and physical healthy....oh, and if you are filthy rich!
Paris: Has anybody ever gone beyond the Champs Elysees?! You call that beautiful?
London: Comes close (my opinion). I just hate the dirt and the traffic...!
