The Cuba Transmissions Office is the responsible agency.
The US Government paid the journalists. When the US Congress approved the budget and the President signed it into the legislation, THEY authorized it.

Why does this suprise you? We have waged a propaganda war with Cuba for close to 50 years now.

Hard to believe, but a few journalists are patriotic and honest!!!!!
Several even like America.
