No, you don't need to learn HTML. You need a program that will create the HTML for you. I have learned Macromedia Dreamweaver and Microsoft FrontPage, and they are both good. I like Dreamweaver better, I think, but I understand Macromedia and Adobe have merged, or one bought the other out, so maybe Dreamweaver is about to change significantly.
Anyway, you buy a program, buy a good manual, and go for it yourself. It's really not that hard, but it is time-consuming.

1) Go to http://geocities.yahoo.com/gcp/
2) Sign up for a website. Tip: if you want a "real" web site, one with www.yournamehere.com, you will need to pay and it IS worth it.
3) Use the Geocities templates to create your basic site.
4) Do a simple web search at Yahoo! Search for "HTML basic guide" and use the guides you find to edit your templates.
5) As you become acclimated to HTML, you can change anything you want on your site and I am sure it will look great.

You already have a computer - good. Get Linux - it's free. Install it. Marvel at the plethora of free HTML and website creation tools available. Google "html tutorial". Visit http://www.oswd.org for inspiration.
