I look for features first, then sex appeal and then maybe performance(which is rarely an issue even in latest generation cellulars).
I'd spend anything if I really want it, but usually manage to settle for under US$ 500.00
Brands are also kind of important, a lot of OEMs and almost unheard of Asian companies are coming out to play in the cellular hardware market and while some make good phones I still prefer not to experiment too much and go for a trusted brand. My current favorite is Motorola. Nokia is also good but I didn't particularly enjoy much of its N-series(except the 91 and 93). Sony Ericssons don't always deliver though I hear their Walkman brand is rather good.
I've got my eye on getting a Motorola V3x for a while now...

Well first off I take a look at what I'm going to need. Do I need a camera, something text capable, do I need a speaker phone... That kind of thing.
Second I look at the phones that have what I need. From there I take in prices and what would be better for me if I get phone verses another.
Third I look at how much I'm going to be using that phone... Personally my phone is a camera, loud speaker, radio, song, and text capable. With that I use a plan that gives me 1,000 minutes anytime/anywhere plus free nights and weekend minutes I've included in that unlimited text messaging. I pay about sixty dollars a month for all of that. Its what works for me.

Depends on what you're looking for and how much you can afford. I prefer Sprint and think they have the best overall service. One thing though: the best deals on phones are all online. Online, you can get a $400 for $49.99. Samsungs have my favorite models: A920, A900, A970, and the Sanyo Katana for Sprint.

If I were to choose a cell, I would of course look at it's main features, then It's quality. Memory is important too, for me, the least thing for me to look for is the cellphone's style...

I've got the new LG Chocolate and my sista has da Samsung D600 (it's really good) well we think so anyway.
