As the above answers said, it depends. But regardless to the format the photos will be, you can change them to any format you want by opening those photos using any program (you can use "Paint" for instance), and then select "save as" from the "File" menu. In the bottom of the dialouge box that appears, there are two spaces, one for typing the name you want to name your file with( File name: ), and another one which says "Save as type:". From here you can choose any "type"(format) you want to save the photos with.

Your scanner usually gives several possible formats you could save a scanned image to. I recommend choosing RAW or TIFF formats if you want the best quality and need to edit the images often without facing the risk of losing quality.
JPEGs are the de-facto standard among consumer image formats because they offer good quality at very reasonable space. The downside with JPEGs is that every time you save an image the quality is lessened. I also wouldn't recommend bitmaps because they have so few colours. For black and white though bitmaps will be fine.
It really depends on what you want, if you need to save space and still have acceptable image quality go with JPEG. If you need the best quality and space is no concern try TIFFs or RAWs.
Hope this helps.
