It's good that you can now retract your foreskin, and it's normal that you'd be unused to the sensitivity of the glans. There are a few things you can try.
You could just retract your foreskin so the glans is exposed for a few minutes a day, to desensitize it to air or whatnot. This probably won't do too much in the end though. Sometime before you have sex masturbate, as that'll make you last longer but it may/may not feel as good. Lastly, when you're masturbating, go slowly and explore what feels good and how to control it. Explore and figure out ways to slow down or stop so you don't ejaculate as fast, have fun in the process. It's mind over body.

First off, a round of applause to you and your doctor for dealing with the phimosis without just circumcising your penis (mulilating it).
The issue you have with premature ejaculation may well be due to the new sensations and degree of sensitivity you now have. The good news is that you will adapt and the better news is that as you still have a foreskin the sensitivity won't be dulled by thickening of glans skin. Getting used to the higher sensitivity will probably be eased by masturbating a lot and practicing holding out. Also get some local anathetic cream to use on yourself to dull things down a bit until you get the hang of your improved penis (my partner sometimes uses mouth ulser gell on himself to really delay things).

You are probably right on line here. The tenderness will go as the skin toughens after which the sensitivity will still be there but maybe not to the extent you knew before.
You have to just be patient. You'll be fine. If you notice any abnormalities during the healing process, I suggest you attend your GP or clinic for a checkup. Also, if you don't want to be in a permanent state of arousal, wear underwear that is not loose.

Your glans is not used to being out of the foreskin. You need to get it used to other textures and sensations. Start using a penis health creme every day. This creme will both moisturize the penis skin while applying different forms of tactile stimulation. This should help desensitize the area. Good luck.
